TV Line reported that William Tockman aka The Clock King has been confirmed to become the new villain in Arrow. The villain should be appearing in later episodes of season two. There are casting notice calls for an actor in his 40's or 50's to play the punctuational criminal mastermind who will envision all the interlocking pieces of Starling City and manipulate them into favoring of his crimes.
More information concerning Grant Gustin's role as Barry Allen on Arrow, Andrew Kreisberg (producer) discussed with The Hollywood Reporter the reasons for making Barry Allen younger looking on the show see below:
"He's the opposite of Oliver in a lot of ways, Barry's outgoing and funny, a little bit unsure of himself and smart and sort of a squeaky wheel. The contrast between Stephen [Amell] and Grant is both comical and fun and has been really great to watch. The thing that was important to us was that he really should be a contrast to Oliver and to Stephen. Stephen is the traditional square-jawed, muscle-bound hero. That works really well, because he needs all that. One of the things about Flash is he's a random guy who gets struck by lightning. He needs the bolt of lightning to be a hero in a way Stephen doesn't."
Since Barry Allen might be getting a spin-off after appearing on two episodes of Arrow. Please note, there is only a pilot being produced for a Flash TV show. There are other rumors from Bleeding Cool about Young Justice getting a live-action TV show on The CW as well as Solomon Grundy appearing in Arrow in the future. So many characters ready for live-action, but are you ready?
